In the next step, we should speed up the breakthrough of core technologies, create a good development environment, and focus on the construction, application and guarantee of new infrastructure.

At present, human society is stepping into the fourth industrial revolution. The new infrastructure with new generation information technology and digitalization as the core is becoming the key force of a new round of scientific and technological revolution and industrial transformation, representing the development direction of the future advanced productivity.

Zhang Feng said that the central government has repeatedly given important instructions to speed up the construction of new infrastructure such as 5g, data center, industrial Internet and Internet of things. Speeding up the construction of new infrastructure is of great significance to support high-quality economic and social development, to achieve the “two centenary” goals and the great rejuvenation of the Chinese nation.

In recent years, under the decision-making and deployment of the CPC Central Committee and the State Council, various departments have strengthened communication and cooperation, and the development of China’s new information infrastructure has achieved positive results.

First, 5g has entered the fast lane. It is understood that by the end of August this year, more than 480000 5g base stations have been completed and put into operation. Urban areas such as Beijing, Shanghai, Guangzhou and other cities will be able to cover the 5g network by the end of the year. 5g is more widely used in consumer areas such as ultra high definition video and cloud games, and more in-depth pilot demonstration in industrial Internet, Internet of vehicles, medical and other industries.

Second, the development level of data center has been improved rapidly. According to statistics, the scale of data center continues to grow, and it develops to intensive, large-scale and green. The overall energy efficiency level is improved, and the average energy efficiency (PUE) decreases from 2.5 before 2013 to about 1.6.

Third, the industrial Internet has achieved positive results. It is reported that the logo resolution system has initially taken shape. Five national top nodes and 60 secondary nodes have been put into trial operation. The number of logo registration has exceeded 5.3 billion. There are more than 70 industrial Internet platforms with certain influence in China, and a number of successful industrial Internet application cases have emerged.

Fourth, the Internet of things is rapidly popularized and applied. At present, more than 700000 NB IOT base stations have been built in China, realizing continuous coverage of major cities and towns. The number of mobile Internet of things has exceeded 1.1 billion, and the number of typical applications such as intelligent water meter, intelligent gas meter and electric vehicle monitoring has exceeded tens of millions. Emerging large-scale applications such as smart street lamp, smart parking, and intelligent door lock are emerging.

Zhang Feng pointed out that at the same time, it should also be noted that China’s new infrastructure is still constrained by many factors, and its development is still facing great challenges, such as the core technology is controlled by people, the industry application market needs to be cultivated and developed, the standards and policy guarantee urgently need to be improved, and the security guarantee ability needs to be further strengthened.

At present, the development of new infrastructure has just started, and the technology it relies on is still evolving and upgrading. The operation mode, business model and market positioning are still in the exploratory stage.

Zhang Feng believes that in the next step, we should also focus on the major needs of digital transformation, strengthen planning and overall coordination, accelerate the breakthrough of core technologies, create a good development environment, and focus on the construction, application and guarantee of new infrastructure. To this end, he made four suggestions.

First, adhere to independent innovation and consolidate the basic capacity of the information and communication industry. As an important component of the new infrastructure, 5g and other new generation communication technologies have proved their importance in the development of digital society. 5g and other new generation mobile communications are also the focus of global enterprise competition.

Therefore, information and communication enterprises should seize the opportunity of new infrastructure construction, continue to invest, promote independent and controllable core communication technology research and development, improve the control ability of key industrial technologies, especially strengthen the R & D accumulation of medium and high frequency devices, chip processors, core algorithms, etc., and constantly enhance the discourse power of Chinese industry in international industrial chain cooperation.

Second, strengthen industrial collaboration and create a good industrial ecology. The mobile communication industry is a big ecology, which not only needs the benign interaction between operators and equipment suppliers and application developers, but also needs the extensive cooperation of main equipment suppliers, wireless equipment manufacturers, radio frequency device manufacturers, optical bearing manufacturers, terminal manufacturers and cloud computing AI providers. Only when the upstream and downstream of the industrial chain actively cooperate and continuously cultivate a good industrial ecology, can all aspects of the industrial chain be promoted Kang development.

On the key elements such as the operating system, standard and architecture of the relationship industry ecological construction, the tacit cooperation and practical cooperation between the upstream and downstream of the industry are needed. Third, vigorously strengthen the application of 5g and promote industrial integration and innovation. Fourth, strengthen international cooperation and continue to promote the development of industrial globalization. Zhang Feng said that in the future, he hoped that the domestic and foreign industrial circles would continue to open up and cooperate, and that Chinese industries would continue to participate in the work of IEEE, ITU, 3GPP and other international organizations, strengthen cooperation with international industries, strengthen international technical exchanges, jointly formulate technical standards and share industrial achievements.
