The river head of Foshan can complete the “river Patrol” online by “signing in” through face recognition? The river water quality will no longer rely on manual monitoring, but can realize 24-hour, 24-hour intelligent monitoring, early warning and treatment? In recent days, the reporter visited the R & D enterprises of the river lake long-term management information system and the river doctor health service platform to understand the scientific and technological innovation behind environmental governance.

Innovation 1: face recognition “sign in” to complete online “river Patrol”

Last year, as a subsystem of the three defense command one map system, the river lake long system management information system was launched in Foshan. Since then, the river and lake managers in Foshan have a tool to “patrol” the river and lake from the mobile terminal. Open the mobile app or wechat applet, and through face recognition “sign in”, the river head and lake head can not only directly master the water quality of the rivers and lakes in charge. As one of the first enterprises to develop the river lake long system management information system, Guangdong Guangyu Technology Development Co., Ltd. (hereinafter referred to as “Guangyu technology”) has applied big data and artificial intelligence technology to the field of “water control” by virtue of its R & D advantages accumulated over the years in the three defense command one map system.

“The management information system of the head of the river and lake solves the problem of ‘who will supervise the regulator’.” The person in charge of Guangyu technology said that where the pollution source is and whether the rivers and lakes have been treated in time will be fed back to the system. Districts and towns will also add and improve more functions on the basis of the system in combination with their own management needs for environmental governance. This technology can combine these specific requirements to complete the “plug-in” development at the application layer. With the help of the “prevention first” Three Prevention Command one map system, the river lake management information system promotes the sharing and utilization of “water control” information among various units.

Innovation 2: intelligent governance from monitoring, traceability to pollution source control

At the monitoring point of Chancheng xisichong, the river water is automatically extracted every two hours for “physical examination” through the sensors embedded in the water by the environmental protection water quality land-based monitoring station. However, there are 10 all-weather automatic monitoring stations connected to the cloud platform for comprehensive management in Chancheng District. The relevant person in charge of Guangdong Aobo Information Industry Co., Ltd. (hereinafter referred to as “Guangdong Aobo”) said that these monitoring stations can integrate the functions of water sampling, real-time analysis and data uploading, and trigger early warning when the data exceed the standard.

“The land-based equipment is suitable to be arranged on the cross section of the regional junction, while the use of water-based equipment such as unmanned ships, buoy stations and environmental patrol ships is more flexible.” The person in charge said. The combination of land-based and water-based equipment can realize real-time monitoring, automatically generate water quality analysis reports, and analyze the water quality grade and compliance of each section of the basin. Combined with the patrol inspection of grid personnel, the regulatory authorities can timely narrow the scope of investigation, so as to accurately locate the pollution source.

Forward looking: water, land, air and space “four in one” monitoring

“The river doctor service platform and the river lake management information system complement each other.” The person in charge of relevant work of Guangdong Aobo said that in the next step, air-based, space-based, water-based and land-based equipment will be combined to monitor and early warning the pollution problems in a wider River Basin. Among them, the combination of air and space equipment will enrich the monitoring scenes and means with remote sensing time scene monitoring of river pollution and UAV river dynamic patrol. Now, the team of Guangdong Aobo is studying the method of outlier detection and traceability. This method is different from the traditional enterprise emission monitoring. It starts with analyzing the emission differences between the same industry and the same type of enterprises, and finds suspicious enterprises with large differences from the reasonable emission range, so as to quickly lock in the source of pollution. This puts forward new requirements for cross departmental coordination.

In addition, fingerprint traceability provides an integrated solution for “water control”. With the help of the traceability instrument, the fingerprint characteristics of the water quality of the pollution source are collected, and the pollution source fingerprint database is established. This fingerprint feature is actually formed by the data precipitation of a large number of compounds, which can accurately lock the source to the enterprise. When a pollution accident occurs in a river, the pollution source fingerprint can be compared online, and then the on-site verification can be carried out, which can quickly complete the traceability task within 21 minutes.
