At present, due to the large number of self operated stores and franchise stores, the management of oil company’s gas stations is decentralized, and some monitoring systems that can not be expanded and connected in the early stage are facing new challenges: in addition to the real-time monitoring and recording of the in and out vehicles, charges, equipment operation and working conditions of gas stations, many gas stations are located in the city, so they are safe The hidden danger is worrying (there have been many accidents in China), so the relevant departments make more stringent requirements on the linkage between the monitoring system and other systems (such as fire alarm system). Using advanced monitoring and emergency technology, such as high-definition, intelligent, emergency communication, audio and video linkage technology, to build a set of comprehensive prevention, focus on strengthening, resource sharing security system, effectively strengthen the management of gas station personnel, intuitively and timely reflect the scene situation of important places, enhance security and emergency response measures, has become the foundation of gas station at this stage Modern management system is an important choice.
The regional (provincial) oil sales branch has a number of prefecture level sales branches, with a large number of primary, secondary and tertiary gas stations, which will be further expanded. Although most gas stations are equipped with traditional analog video monitoring system, there are still many defects in the corresponding business. The problems of business application are as follows: (1) the geographical location of gas stations is scattered, which is inconvenient for unified management. Although the installation of video surveillance, but its use is limited to the internal gas station, can not achieve global networking integrated monitoring, the higher authorities can not view the scene image in real time. At the same time, the system architecture and equipment model of each gas station are different, the networking is difficult, and the management efficiency is low, which can not provide effective support for rapid response and auxiliary decision-making. (2) Some gas stations are located in remote areas, which are prone to accidents, including public security, safety supervision, environmental protection, fire protection and other government departments have the demand to call real-time video of gas stations to ensure efficient and rapid emergency disposal.
In addition, the problems in technical implementation are as follows:
(1) The existing network access mode of gas station is not unified, there are many kinds of transmission, such as special line, ADSL, CDMA / GSM / 3G, etc. How to use the above network to upload the front-end monitoring information to the unified video command and dispatching platform. (2) There are a large number of gas stations, which will continue to expand and have high management requirements. How to deploy the platform for unified and effective management and control of front-end equipment and users, and how to solve the problem of massive storage of monitoring information put forward high requirements for the system structure design.
Overall idea of the system
Through in-depth research on the application of gas station industry, aiming at the current needs of large-scale network monitoring and multi service integration management, the advanced concept of “multimedia subsystem (IMS)” in the field of telecommunications is introduced into the solution of gas station video command and scheduling, so as to realize the integration of heterogeneous network and multi service in the system.
After field investigation and analysis of some gas stations in a provincial sales branch, it is suggested that the monitoring system of each gas station can be comprehensively upgraded and a unified video command and dispatch system can be established. The biggest feature of this system is that it can integrate intelligent video monitoring and video conference into a set of system, and add command and scheduling function at the same time, which can not only realize the networking upgrade of local monitoring system, but also carry out unified emergency command.
The video production scheduling system mainly realizes three functions: first, realize the remote integrated video monitoring, the headquarters can view the scene of all monitoring points in real time through the system; second, realize the two-way visual communication between the headquarters and various places, improve the office efficiency; third, further improve the ability of accident prevention and emergency handling. The system architecture diagram can be referred to (Figure 1), and the system hierarchical architecture diagram can be referred to (Figure 2).
Strengthen traditional functions and expand intelligent applications
Existing gas station gas station monitoring and alarm system is mainly used for audio and video monitoring of important areas of gas stations, such as gas station perimeter, oil storage area, refueling area, unloading area, cash collection room, cash card storage, and IC card charging point. With more and more gas station accidents, the simple video monitoring alarm system can not meet the security needs of gas stations.
While strengthening the traditional monitoring and alarm function, we need to expand other function construction, such as: Combustible leakage monitoring function, oil storage area environment monitoring function, oil tank oil temperature and pressure monitoring function, business hall, financial room access management function, smoke, leftovers, cross-border intrusion and other intelligent video analysis function, and can realize linkage alarm with video image.
Resource sharing, system operation
As an important means of gas station security system, gas station monitoring system can not only provide on-site images and video data for gas station itself, but also share resources with other administrative units, such as Public Security Bureau, Safety Supervision Bureau, environmental protection bureau, Fire Protection Bureau, etc. only in this way can multi unit mutual cooperation be ensured The ability to coordinate operations. Therefore, the integrated network monitoring platform is an important measure of gas station monitoring and alarm.

It provides the interface with geographic information system (GIS) to realize the visual viewing of monitoring images, setting the location of monitoring points and formulating alarm linkage strategy through electronic map (GIS). With the function of dynamic identification, it can display the attributes of the monitoring points on the electronic map, realize one point one table, and display the equipment files.
The system automatically identifies the front-end monitoring points in the area, and can directly call the video of the monitoring points. With user-defined search, it can quickly locate the monitoring point and realize the efficient use of resources.
Based on IP network, suitable for a variety of link transmission
Chain gas stations are geographically dispersed, with numerous outlets and complex network environment. The transmission network can be a private network, a public communication network, or an independent network specially built for the monitoring and alarm network system of the gas station; the transmission mode can be wired, wireless, or wired / wireless hybrid transmission; the construction mode can be self built, or the form of renting the transmission network of the telecom operator.
Special integrated management platform
The difficulty and core problem of gas station security monitoring and alarm networking is the management platform. Because a prominent problem of security system is that there is no unified industry standard, the management platform needs to be able to manage the existing and new systems, be compatible with more mainstream products, and centrally manage all equipment on one platform. It is required to be a multi service application oriented, fully digital, intelligent, network-based and highly centralized management platform.
Mass data storage function
In the face of centralized management of gas station comprehensive security monitoring, the simple storage mode of hard disk video recorder is no longer applicable, and the storage architecture system can not meet the storage of a large number of audio and video data. Hybrid storage mode can be used. Hybrid storage combines distributed storage with centralized storage, which is based on distributed storage. At the same time, IPSAN storage device is set in the general monitoring center for centralized storage.
Emergency alarm and alarm function
Gas stations belong to high-risk areas with complex crowd structure. In order to deal with emergencies, the system is designed to install horns and alarm buttons in each gas station. When an event occurs, the management personnel can start the alarm and alarm at any time, inform the crowd to evacuate, and at the same time, alarm the Public Security Bureau, fire control unit and competent unit, send out the rescue information, and all actions are completed synchronously.
“Peacetime and wartime combination” emergency communication support
The emergency communication command and dispatching system will be built, the communication system with IP phone and analog phone (landline, mobile phone) as backup each other will be built, and communication interfaces such as cluster and satellite will be reserved. It can be used for daily communication, video conference and so on, which can effectively save the corresponding costs. In case of dangerous accidents, emergency procedures can be used to ensure the communication link. The emergency communication command and dispatching system can realize effective linkage with relevant emergency plans (Fig. 3).
The video command and dispatch system takes the gas station as the basic actual combat unit, establishes the alarm and monitoring sub center in each municipal sales branch, and sets up the general monitoring center in the provincial sales branch (regional sales branch).
The video command and dispatch system of gas station takes the construction of the monitoring (information) Center for data collection of hazard sources (oil tanks and gas tankers), remote intelligent video monitoring, emergency dispatch command and business data sharing as the core, and uses advanced technologies such as cloud computing, electronic map, GPS, emergency plan and wireless network (Fig. 4) to provide powerful technical support for the safety management and monitoring of gas station Security.

The design of monitoring points is shown in the table below
1. Sensor deployment design: there are liquid level, temperature, flow, combustible gas and other types of sensors installed in gas stations as standard. The specific number and installation location are determined by the detection distance, installation requirements and gas station space of various sensors. The main types are as follows:
·Liquid level detection sensor: installed in the oil tank to monitor and alarm the high liquid level.
·Temperature detection sensor: it is installed in the oil tank to monitor and alarm the over high oil temperature.
·Flow detection sensor: installed at the fuel dispenser to monitor and alarm the oil flow.
·Combustible gas detection sensor: installed in oil tank, tanker and other places to monitor and alarm the oil and gas leakage.
2. IP phone deployment: each gas station is equipped with an IP Videophone to realize the whole network IP conference system.
Core platform construction of monitoring center
The monitoring center is the management core of the whole system, which can manage and control the front-end equipment and users. The monitoring center is located in the provincial sales management company, which is mainly the deployment of system platform software, bearer server, IP matrix, IPSAN storage device, large display screen and application client. The sub control center is the regional management center of the system, which can manage and control the front-end equipment in the region. The regional monitoring center is located in the sales companies of various cities, mainly for the deployment of system application client and host computer.
As the core of resource management and application, the front-end video monitoring information can be connected to the video command and scheduling platform through DDN / SDH special line, ADSL dial-up and Internet-based VPN special network. The video command and scheduling platform realizes the network management and control of front-end equipment. The monitoring points of the gas station are managed by the video command and dispatching platform, and complete the following functions as a whole (Fig. 5)
1. Unified management of existing monitoring resources, and can expand access to new monitoring point resources in the future;
2. Open interface to provide image information to petroleum business application system and deep application system;
3. Public security, safety supervision, environmental protection and other departments can browse the relevant images.
The platform construction adopts the mode of hierarchical construction and step-by-step deployment. The video command and dispatch platform is deployed in the provincial company center, and the sub control platform of the municipal branch company is deployed as needed. According to the network video traffic, the streaming media server is deployed in the provincial center and sub center (Figure 6).
Core platform performance

·Platform interconnection: it can be interconnected with all other business systems through IP interface, such as fire protection, emergency plan, emergency command system, etc.
3. High performance and low delay: the system capacity is not less than 200000 channels of monitoring front-end, and the end-to-end delay of real-time data transmission is less than 100 ms, and the transmission delay of control signals such as switching value is less than 50 ms when the system is running at full load.
4. Visual management and application based on space
