In order to fight the tough battle of comprehensive treatment of the Bohai Sea and improve the deterrence against illegal pollution discharge at sea, Dalian Maritime Safety Administration recently launched the first UAV cruise supervision activity at sea, using the combination of UAV cruise, remote monitoring and on-site inspection to comprehensively grasp the dynamics of marine pollution sources and prevent air pollution and water pollution caused by illegal pollution discharge at sea.

In recent years, the situation faced by China’s maritime supervision has become increasingly complex, and the task of combating illegal sewage discharge has become more and more important. Relying only on the original equipment such as sea patrol boats can no longer meet the needs of today’s “sea, land and air” integration of maritime supervision. New equipment and means are urgently needed to strengthen the supervision and effective control of the waters under its jurisdiction. As a modern remote control aircraft, UAV technology is gradually mature and has been widely used in military and civil fields. Due to its flexibility, high timeliness, low cost, low loss, low risk, strong monitoring ability and wide coverage, UAV is very suitable for water and Shanghai affairs supervision business. The maritime system is equipped with unmanned aerial vehicles, which can be effectively combined with patrol ships, VTS, AIS, LRIT and other regulatory systems, so as to promote the construction of a safety regulatory system characterized by “all-round coverage, all-weather operation and whole process monitoring”, and comprehensively improve the ability and level of maritime administration according to law and public service.

Recently, the law enforcement officers of Dalian Maritime Safety Administration and the members of Dalian Junhong unmanned crew took the “Haixun 0301” maritime patrol ship and carried UAVs to cruise the LaoTieShan waterway, Dashan channel and other areas with dense ship traffic flow. The operation lasted 6 hours, with a total cruise mileage of 51 nautical miles and a water area of 133 square kilometers. The above-mentioned waters are cruised in an all-round way by ship borne UAVs. By means of UAV early warning, single ship tracking, real-time monitoring and other means, the data are received accurately, intuitively and stereoscopically to monitor the sea surface conditions and ship pollution discharge in the channel, so as to form a new cruise law enforcement mode of “three in one” of sea, land and air, resolutely control illegal pollution discharge in the sea area, and protect the marine ecosystem, To escort the comprehensive management of the Bohai Sea.

In the next step, Dalian MSA will take this cruise as an opportunity to deeply explore the application of UAV technology in monitoring marine environmental pollution, maritime search and rescue emergency, and maritime three-dimensional cruise, so as to reduce the comprehensive cost of cruise, improve the efficiency of marine pollution disposal, and improve the capability of maritime Cruise monitoring and comprehensive law enforcement.
